I have looked at the menu item and I cannot see where to set the url to #
I have tried to do this in the Page url edit and in the Menu Item, but this option is not available.

As I said in last message, if menu item has sub menu, then the link of the menu item should be "#"
Then in mobile, you can see sub-menus.

This does not really solve the problem. How can a user select a sub-menu item using a mobile device. Surely this is a critical function.

For example, in http://www.soaptheme.net/wordpress/citytours/ Please click tours menu. It shows submenu and it has "#"as link.
It is because parent menu has url. If parent menu has not url, such as "#", then submenu will be shown.

It seems the mobile burger drop-down menu will not allow selection of any of the sub-menu items.
It just goes to the parent menu item page automatically.
I have tested this on Android and on iPhone.
