What can i do?

I'm getting a pesky "Sorry, you are not allowed to access this page" error message when trying to get the the Theme Options.

My Debug log has this

And I'm getting the following error from DEBUG_DISPLAY

I'm in a local environment and tried troubleshooting by:

- Changing file permissions

- Changing from a variety of php versions (5.6, bunch of 7s and 8.0)

- Disabling all plugins

As I said, I'm in a local environment and just installed the theme on a completely fresh install of wordpress so I'm a bit at a loss. Would really appreciate a hand in figuring out what's up.

Also wanted to mention that my ISP blocks the webpage for your docs. You guys may want to check that out. Any chance to get a textfile of the docs?
